Biography
Dr. Rafael Camilo Gutierrez Melgarejo is a Civil and Structural Engineer, researcher, and university lecturer with more than 12 years of international experience in academia, engineering, and the construction industry throughout the United States and Latin America. He is currently affiliated with the Moss School of Construction at Florida International University, where he teaches courses related to structural systems, construction methods, and temporary structures.
Dr. Gutierrez holds a Ph.D. in Civil Engineering from Florida International University and has developed his academic and professional career across the United States, Colombia, Spain, and Chile. In addition to his industry experience, he has served as a university lecturer and researcher in Latin America, participating in engineering education, research initiatives, and technical training programs focused on structural engineering, project management, and infrastructure development.
His professional experience includes the management, inspection, design, and supervision of infrastructure and building projects such as bridges, transportation systems, industrial facilities, residential developments, drainage systems, utilities, and concrete restoration projects. He has worked extensively in structural inspections, field engineering, quality control, and project coordination throughout South Florida and Latin America.
Dr. Gutierrez also has experience leading multidisciplinary teams, coordinating contractors and consultants, reviewing construction documentation, and ensuring compliance with engineering standards, structural drawings, and building codes. His technical expertise includes reinforced concrete structures, tilt-up construction, post-tension systems, and advanced cementitious materials.
As a Fulbright Scholar and active researcher, his work focuses on resilient and sustainable infrastructure systems, including Ultra-High Performance Concrete (UHPC), Glass Fiber Reinforced Concrete (GRC), and neuromorphic concrete technologies for smart infrastructure applications. His academic and professional background allows him to combine real-world construction experience with advanced engineering research to prepare future engineers and construction professionals for the evolving challenges of the global construction industry.
