Biography
David Ramsey, Ph.D. is an Associate Teaching Professor in the Moss Department of Construction Management at Florida International University (FIU). He earned a Ph.D., M.S.E., and B.S.E. in Civil and Environmental Engineering from Arizona State University, specializing in Construction Engineering and Management and Transportation Engineering. His doctoral research focused on leveraging public infrastructure funds through an empirical analysis of public-private partnerships (PPP) in the U.S. transportation sector.
At FIU, Professor Ramsey teaches undergraduate courses in structural design, construction scheduling, mechanical and electrical systems, and construction documentation. He has played an instrumental role in developing and delivering fully online and hybrid versions of these courses, ensuring accessibility and high-quality instruction for diverse learners. His teaching emphasizes applied learning, critical thinking, and professional communication in construction management education.
Professor Ramsey’s research and scholarly work center on alternative project delivery methods, project performance benchmarking, and front-end engineering design (FEED) maturity. His publications have appeared in top-tier ASCE journals such as the Journal of Construction Engineering and Management, Journal of Legal Affairs and Dispute Resolution in Engineering and Construction, and Journal of Management in Engineering. His contributions to the field include co-developing the FEED MATRS tool for the Construction Industry Institute (CII) to assess project design maturity and its impact on performance.
A dedicated educator and researcher, Professor Ramsey has received numerous recognitions, including the Best Paper Award at the ASCE Construction Research Congress (2018) and several research poster awards. He is an active reviewer for the ASCE Journal of Construction Engineering and Management and other professional outlets and has served on multiple FIU departmental committees related to curriculum development, technology integration, and faculty evaluation.
Professor Ramsey’s professional affiliations include the American Society of Civil Engineers (ASCE), the Design-Build Institute of America (DBIA), and the American Council for Construction Education (ACCE). His teaching and research interests span construction engineering and management, structural systems design, sustainable construction materials, and statistical analysis methods for improving project delivery outcomes.
