Carlos Chang

Biography

Chang is recognized as a global expert on infrastructure specializing in pavements and bridges. His research advances the fields of asset management, life-cycle cost analysis, multi-objective decision-making, AI-based performance modeling, risk assessment, and sustainability. Chang’s expertise focuses on developing innovative concepts, methodologies, and practical tools for civil engineering and management applications. Leveraging this expertise, he has led more than 30 funded projects sponsored by organizations including NCHRP, the Metropolitan Transportation Commission (MTC), FDOT, TxDOT, and other public agencies. 

Building upon his extensive research and professional experience, Chang is equally dedicated to advancing engineering education. Driven by his passion for education, he has developed an extensive teaching portfolio with more than 25 academic and professional training courses. He is committed to integrating cutting-edge knowledge with engineering best practices to sustain infrastructure systems, with his contributions documented in over 250 publications.

Extending his impact beyond research and education, Chang serves as the President of the International Society of Maintenance and Rehabilitation of Transportation Infrastructure (iSMARTi), Chair of the International Road Federation (IRF) Asset Management Task Force, and Secretary of the Florida Engineers in Education committee. He is also the former Chair of the ASCE Infrastructure Systems Committee. He is a licensed professional engineer in Florida and Texas. His professional excellence has been recognized with several prestigious awards.
